{"id":708,"date":"2013-11-20T09:45:05","date_gmt":"2013-11-20T14:45:05","guid":{"rendered":"http:\/\/gutcheckamerica.com\/?p=708"},"modified":"2013-11-20T09:45:05","modified_gmt":"2013-11-20T14:45:05","slug":"military-aid-gets-a-partial-pass-on-foreign-assistance-transparency-push","status":"publish","type":"post","link":"https:\/\/gutcheckamerica.com\/?p=708","title":{"rendered":"Military Aid Gets A Partial Pass on Foreign Assistance Transparency Push"},"content":{"rendered":"\n<p class=\"dropcap-first\">\n<h1><\/h1>\n<p>by Cora Currier, ProPublica<\/p>\n<p>Earlier this year, we <a href=\"http:\/\/www.propublica.org\/article\/obama-administration-pushed-to-keep-military-aid-out-of-transparency-effort\">detailed<\/a> the Obama administration&#8217;s opposition to congressional efforts to require more oversight of aid to foreign militaries and police forces.<\/p>\n<p>Security assistance 2013 a broad category that covers <a href=\"http:\/\/www.propublica.org\/documents\/item\/782870-isab-report.html#document\/p21\/a118527\">about $25 billion<\/a> in yearly spending on everything from sending equipment to Israel to training Afghan officers 2013 skyrocketed in the wake of 9\/11, growing by 227 percent from 2002 to 2012. A <a href=\"http:\/\/www.gao.gov\/assets\/660\/653163.pdf\">slew<\/a> <a href=\"http:\/\/www.propublica.org\/documents\/item\/729052-gao-on-security-assistance.html#document\/p17\/a120112\">of recent reports<\/a> from government watchdog agencies have found a glaring lack of accountability around security assistance.<\/p>\n<p>In 2012, Congress drafted a bill that would have subjected all foreign aid, including security assistance, to stricter monitoring and transparency requirements. As we reported, the Pentagon <a href=\"http:\/\/www.propublica.org\/documents\/item\/789049-dod-objections.html\">successfully opposed the effort<\/a> for security aid. The bill never made it to a vote.<\/p>\n<p>When the bill was reintroduced this year, congressional staffers worried that military aid would again escape increased oversight.<\/p>\n<p>But last week, the Senate Foreign Relations Committee <a href=\"http:\/\/www.cardin.senate.gov\/newsroom\/press\/release\/cardin-hails-sfrc-passage-of-new-transparency-measures-for-us-foreign-aid\">approved<\/a> a compromise: The bill requires the administration to develop standards for all aid, but allows for more flexibility on military aid &#8212; <a href=\"http:\/\/www.propublica.org\/documents\/item\/835229-rubio-cardin-amendment-1-s-1271.html#document\/p6\/a131862\">so long as the administration can show<\/a> that a program already has sufficient oversight.<\/p>\n<p>The Secretary of State <a href=\"http:\/\/www.propublica.org\/documents\/item\/835229-rubio-cardin-amendment-1-s-1271.html#document\/p10\/a131863\">can also waive transparency requirements<\/a> if he determines it is in the &#8220;national interest&#8221; of the U.S., or to protect the &#8220;health or security&#8221; of another country.<\/p>\n<p>While &#8220;weaker&#8221; than previous versions, the bill &#8220;is a good step in the right direction,&#8221; said Lora Lumpe, senior policy analyst with the Open Society Foundations. It &#8220;keeps pressure on the administration to come up with credible monitoring and evaluation plans for security assistance,&#8221; she said.<\/p>\n<p>A spokeswoman for Ben Cardin, D-Md., who co-sponsored the bill, said that the changes came about in months of negotiations with the State and Defense Departments.<\/p>\n<p>The transparency legislation has been championed by a curious alliance of Tea Party Republicans and prominent aid groups such as Oxfam. Foreign aid makes up only <a href=\"http:\/\/www.politifact.com\/truth-o-meter\/statements\/2011\/apr\/13\/barack-obama\/barack-obama-says-foreign-aid-makes-1-percent-us-b\/\">about one percent<\/a> of the federal budget, but it is a favorite target for budget hawks. Aid groups, for their part, see more transparency as a way to justify their efforts.<\/p>\n<p>The latest bill requires the administration to publish aid data on a country-by-country, program-by-program basis on a public website. (That website, <a href=\"http:\/\/foreignassistance.gov\/\">foreignassistance.gov<\/a>, already exists, but with partial data. The bill makes the effort law.)<\/p>\n<p>A State Department advisers&#8217; report earlier this year recommended a <a href=\"http:\/\/www.propublica.org\/documents\/item\/782870-isab-report.html\">complete overhaul<\/a> of the government&#8217;s approach to security assistance, calling for more interagency coordination and a bigger emphasis on non-military programs.
